Elements of focus and case study to approach ecosystem services in protected areas of the Colombian Amazon

dc.descriptionWithin the framework of the National Policy for the Integral Management of Biodiversity and its Ecosystem Services, the payment for ecosystem services (PES) has been proposed as a favorable tool for the conservation of protected areas in the country, particularly in territories that currently stand out as especially vulnerable to climate change, such as the Amazon. However, the approach to ecosystem services in the context of protected areas that overlap with indigenous territories should also consider additional focus elements such as cultural principles of the use of nature, cultural systems of land use and intercultural dialogue, as well as a holistic view of the territory and the reciprocal and grateful interaction between indigenous societies and nature. The case study confronts the elements of a typical PES scheme within the context of the Cahuinarí National Natural Park and the PANI (Piine Aiiyveju Niimue Iachiuma, which means God of the Center and his grandchildren, in Miraña language) indigenous Association. In this study, we analyze the socioecological risks on the design of the PES scheme and reflect on the stages of preparation, negotiation, motivation and retribution that must be agreed among the actors involved. The exercise also proposes some guidelines for the designing of an agreement to reach the conservation goals of the area and the objectives of indigenous life plans from an integrated point of view.en-US
dc.descriptionEn el marco de la Política Nacional para la Gestión Integral de la Biodiversidad y sus Servicios Ecosistémicos (PNGIBSE), los pagos por servicios ambientales (PSA) se proponen como herramientas favorables para la conservación de las áreas protegidas del país, de manera particular en territorios especialmente vulnerables al cambio climático, como la Amazonia. Sin embargo, el abordaje de servicios ecosistémicos en el contexto de áreas protegidas traslapadas con comunidades indígenas exige apropiar elementos adicionales de enfoque como el diálogo intercultural, la mirada integral del territorio, los principios culturales frente al cuidado de la naturaleza, los sistemas de uso material e inmaterial y la interacción recíproca y grata entre las sociedades indígenas y su entorno natural. El ejercicio piloto realizado en este estudio confronta los elementos de un esquema típico de PSA con la dinámica del Parque Nacional Natural (PNN) Cahuinarí traslapado con el resguardo de la Asociación PANI (Piine Aiiyveju Niimue Iachiuma, que significa Dios del Centro y sus nietos, en lengua Miraña), analiza los riesgos socioecológicos de diseño del esquema y genera reflexiones adicionales para el alistamiento, la negociación, la motivación y la retribución que deben ser acordadas entre los actores. Además, propone establecer acuerdos recíprocos para el mantenimiento de la biodiversidad, en los que se retribuyan los resultados de la gestión compartida para cumplir los objetivos de conservación del área protegida y el plan de vida indígena.es-ES
